When downloading executable files (.exe) or other potentially risky file types from the internet, Windows may block them from running as a security precaution. This article explains how to unblock a downloaded file using File Properties so you can install trusted software.

Why Does Windows Block Downloaded Files?
Windows uses a security feature called the Attachment Manager to protect your computer from potentially harmful files. When you download a file from the internet or receive one via email, Windows adds zone information to the file metadata indicating its origin. Files identified as coming from the internet are marked with the "Mark of the Web" (MotW) and may be blocked or trigger security warnings when you attempt to open them.
Windows classifies downloaded files into three risk categories:
- High Risk - Windows blocks access to the file entirely and displays a warning that the file is potentially harmful.
- Moderate Risk - Windows displays a warning asking if you want to run the software since the publisher could not be verified.
- Low Risk - Windows allows the file to open without prompts.
Only unblock files from sources you trust. If you are unsure whether a file is safe, contact the Service Desk before proceeding.
Unblock a Downloaded File
- Open File Explorer and navigate to the folder containing the downloaded file.
- Right-click the blocked file and select Properties from the context menu.

- Select the General tab if not already selected.
- Locate the Security section at the bottom of the dialog. You will see the message: "This file came from another computer and might be blocked to help protect this computer."

- Check the Unblock checkbox.

- Click Apply, then click OK.
Alert: If the Unblock checkbox is not visible, the file is not blocked and no action is required.
Common Issues
Error Applying Attributes
Alert: If you receive an "Error Applying Attributes" message, the file is marked as Read-Only and must be updated before the Unblock option can be applied.
If Windows displays an "Error Applying Attributes" message after clicking Apply, remove the Read-Only attribute first, then return to complete the unblock step.
- Right-click the blocked file and select Properties from the context menu.
- Select the General tab if not already selected.
- In the Attributes section, uncheck Read-only.

- Click Apply, then click OK to close the Properties window.
